The Massachusetts Department of Revenue is seeking an Economist for the Office of Tax Policy Analysis. The Office provides tax revenue forecasts, statistics on the Massachusetts tax system and estimates the fiscal impact of changes to tax laws and regulations. Duties include but are not limited to:

1. Plans and directs the preparation of routine and ad hoc reports and presentations regarding revenue and economic performance and outlook. Provides analysis of economic and fiscal conditions. Communicates information in written and verbal reports.
2. Develops, monitors, and evaluates revenue forecasting and policy analysis programs, evaluates revenue forecasts, estimates and methodologies, and makes summary recommendations to Office management. Assesses the effectiveness of existing programs and makes recommendations for improvement.
3. Directs large and complex modeling, forecasting, estimation, statistical sampling, and related research and analysis projects. Leads project teams as needed.
4. Proposes areas for future research. Plans and directs research work and the preparation of reports and articles for publication.
5. Reviews estimates of tax expenditures for inclusion in Tax Expenditure Budget. Approves methodologies for estimating new tax expenditures. Evaluates and approves recommendations for improving methodologies and procedures. Assists with project planning, direction and leadership.
6. Analyzes the revenue, economic, and administrative effects of legislative proposals, and communicates results according to established procedures.
7. Participates in meetings, forums and conferences.

Preferred Qualifications:
- Master’s degree in economics, management, public administration or related field, or five years’ experience in public policy analysis.
- Strong academic record.
- Ability to manage projects and meet deadlines
- Ability to manage small groups and build teams.
- Knowledge of economic and policy analysis techniques and methods.
- Ability to perform complex analyses.
- General knowledge of Massachusetts tax laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
- Ability to use tax law guides and reference material.
- Knowledge of state tax revenues types and characteristics.
- Ability to effectively use computer hardware and software, including DCL, SAS, DOS, Excel, Word, Access, and learn DOR tax and child support enforcement statistical platforms
