The Employment Policy Department of the International Labour Organization (ILO) is hiring a fixed term Junior Project Technical Officer – Economist to support the STRENGTHEN2 project, which is a joint initiative of the European Union and the ILO, scheduled to end in July 2024.

Project objectives are: assisting EU delegations and partner countries in assessing the employment potential in specific sectors and value chains; assessing the employment effects of supported investment and flagship development programmes in Africa; and improving the ability to take into account the employment dimension at different stages of the investment project life cycle – by the EU, partner countries and development finance institutions.

The project will recruit an economist to develop the activities of the project related to employment impact assessments in Africa and to contribute more broadly to project work on structural transformation, trade and sectoral policies.

The economist is expected to assist the project manager and work closely with other members of the STRENGTHEN2 team to implement this and other related projects. Main duties include:
• Provide technical inputs into employment impacts assessments and guide related work of external contributors.
• Assist EU delegations and partner countries to measure employment potential at the level of sectors, value chains, specific investment projects or other initiatives in terms of direct, indirect and induced employment creation.
• Assist the organization of capacity development activities and contribute technical inputs.
• Liaise with various internal and external stakeholders.
• Conduct research and integrate technical inputs for regional and country analyses, reports and publications; and produce impact studies and country project reports.
• Undertake research on structural transformation, trade and sectoral strategies, including on key policy debates regarding industrial and sectoral policies in supporting structural transformation and hence promote economic development and job generation.
• Contribute to the development of tools to measure employment impacts.

Applicant profile:
• At least three years of professional experience in the field of economics and/or development, including two years at the international level, are required. Experience with quantitative methods is highly desirable. Experience in organizing training or other capacity development activities is an advantage.
• University degree in economics or a closely related discipline is required; an advanced degree would be an advantage.
• Excellent command of French and English is required.
