Full Text of JOE Listing:

The Massachusetts Department of Revenue seeks an Economist for the Office of Tax Analysis (OTA). OTA provides tax revenue forecasts, statistics on the Massachusetts tax system and estimates the fiscal impact of changes to tax laws and regulations.

The Economist will monitor and prepare views on revenue and economic performance and outlook; develop, monitor, and evaluate revenue forecasting and policy analysis programs; prepare reports and research articles; conduct and direct research on tax laws and administrative practices; plan and direct tax expenditure research and analyze the impact of proposed law changes.

Preferred qualifications include:
 Master’s degree in economics, management, public administration or related field, or five years’ experience in public policy analysis.
 Strong academic record.
 Ability to manage projects and meet deadlines.
 Ability to manage small groups and build teams.
 Knowledge of economic and policy analysis techniques and methods.
 Ability to perform complex analyses.
 Ability to use tax law guides and reference material.
 Knowledge of state tax revenue types and characteristics.
