Today, the White House released a Bipartisan Infrastructure Law technical assistance guide to help state, local, Tribal and territorial governments navigate, access, and deploy infrastructure resources that will build a better America. The Biden Administration has identified over $700 million in dedicated funding across more than 65 technical assistance programs. . . . Over 90% of the Bipartisan Infrastructure Law’s historic funding will be deployed by non-federal partners. In the past, too many communities have lacked the resources to apply for and deploy transformative infrastructure opportunities. The initial implementation guidance issued by OMB today directs agencies to ensure accountable stewardship of Bipartisan Infrastructure Law funding, building on effective practices from the Administration’s implementation of the American Rescue Plan, as well as existing financial management and reporting requirements set forth in statute and prior OMB guidance. Additional guidance may be issued by OMB on topics that require further direction, including on the implementation priorities set forth by the President in his Executive Order. The White House released the first edition of its BIL guidebook to help state, local, Tribal and territorial governments unlock the benefits from investments in our nation’s infrastructure. The guidebook is a roadmap to the funding available under the law, as well as an explanatory document that shows direct federal spending at the program level. The White House has also published an accompanying data file that allows users to quickly sort programs funded under the law by fields like agency, amount, recipient, or program name. The Infrastructure Investment and Jobs Act (IIJA) requires that within 60 days of its enactment, January 14, 2022, each agency must submit to the Office of Management and Budget (OMB) and Congress a report (“60-day report") listing all Federal financial assistance programs for infrastructure administered by the agency. In these 60-day reports, agencies are required to identify and provide a list of which of these programs are “deficient,” as defined in the Act. These agency reports must also be published in the Federal Register.

This Memorandum provides initial OMB guidance regarding identification of these programs that agencies must include in the 60-day reports. . . .
