1) June 4 [press release] -- President Biden Announces New Actions to Secure the Border

. . . President Biden believes we must secure our border. That is why today, he announced executive actions to bar migrants who cross our Southern border unlawfully from receiving asylum. These actions will be in effect when high levels of encounters at the Southern Border exceed our ability to deliver timely consequences, as is the case today. They will make it easier for immigration officers to remove those without a lawful basis to remain and reduce the burden on our Border Patrol agents.

2) June 7 -- DHS/DOJ Securing the Border interim final rule with request for comments

On June 3, 2024, the President signed a Proclamation under sections 212(f) and 215(a) of the Immigration and Nationality Act (“INA”), finding that the entry into the United States of certain noncitizens during emergency border circumstances would be detrimental to the interests of the United States, and suspending and limiting the entry of those noncitizens.  The Proclamation directed DHS and DOJ to promptly consider issuing regulations addressing the circumstances at the southern border, including any warranted limitations and conditions on asylum eligibility.  The Departments are now issuing this IFR.

This IFR is effective at 12:01 a.m. eastern daylight time on June 5, 2024.  Comments must be submitted on or before [July 8, 2024].
