The Inter-American Development Bank, the largest and leading source of financing for regional development in Latin America and the Caribbean, is seeking a senior level professional with expertise in Housing and Urban Development, Urban Planning and/or Urban Economic.
Key Responsibilities
As a Lead/Senior Specialist in the Fiscal and Municipal Management Division you will provide expert technical leadership and expertise as team leader and member of project teams for the development, processing, negotiation and evaluation of urban and housing development projects, working with country counterparts to increase the Bank's contribution and quality of its operations, performing the following duties:
-- Conceptualization, preparation, and production, including technical and operational oversights of lending operations (e.g., investment, technical assistance, credit lines and policy based) at both national and sub-national levels, to improve the sectors of housing and urban development, including neighborhood and slum upgrading.
-- Conceptualization, preparation, and technical supervision, of studies and institutional analysis of urban economic issues, housing and urban planning and development, at both national and sub-national levels.
-- Identification of constraints, design of policy reforms and technical assistance programs to improve, at both national and sub-national levels, the sectors of housing and urban development, including neighborhood.
-- Leadership and/or participation in policy dialogue, formulation and negotiation of lending and non-lending activities to innovate, as well as to support the country programming strategy in the housing and urban development areas.
-- Technical support and recommendations to improve the business performance and/or development effectiveness and efficiency of the Division, Department and the IDB in urban and housing related fields.
-- Mentoring and technical guidance to junior staff to build technical expertise.
-- Representation of the Division and/or technical area internally and externally.
Requirements
Education: Ph.D. (preferred) or Master's degree in: Urban Planning and Development, Economics (with concentration in Urban Economics), Architecture (with urban focus), or other related disciplines.
Experience: Minimum of seven years of relevant experience in applying theoretical and practical knowledge in housing, urban or municipal development.
Languages: Written and spoken command of Spanish and English. Portuguese would be a plus.
Travel: Approximately 90 days of travel per year.
