The Development Effectiveness Division defines recommendations, based on analytics of monitoring data, the findings of rigorous impact evaluations, and research on markets and industries.
This position will report to the Chief of the division.
•Providing technical advice on the definition of the project conceptualization (project logic), the preparation of cost-benefit or cost effectiveness analysis, and the design of evaluation plans. Provides training to IIC’s teams and clients on intervention logic, indicators, data collection, and evaluation methodologies.
•Identifies and assesses innovative interventions that have a potential for knowledge generation.
•Designs and conducts analysis and reporting based on development effectiveness data generated at different stages of IIC operations (i.e. ex-ante quality and evaluability assessments, supervision, and evaluation).
•Designs and implements project/program assessments, thematic/sector reviews and studies systemic, catalytic, and demonstration effects. Project/program assessments include, but are not limited to ex-post evaluations, impact evaluations, and rigorous testing of new products and services (including RCTs). This analytical work will focus on a variety of sectors, including financial markets and banking, transport, energy, telecommunication, agribusiness, manufacturing, and services.
•Disseminates the results of analytical work to internal and external stakeholders.
•Facilitates the inclusion of lessons learned into the design of new projects and provides advice for the implementation of ongoing projects. Contributes to knowledge networks to promote the exchange of information, cooperative research initiatives, and to expand the influence and reputation of the IIC.
•Provides technical guidance, coaching and mentoring to more junior staff.
Education: An advanced degree (at least Master, MBA, or equivalent, PhD preferred) in Economics, Business Administration, Finance, Public Policy or related field.
Experience: At least 3 years (6 years for Lead Economist) of relevant experience in applied research or analytical assessment of development projects in one or more areas of interest for the IIC: financial markets and banking, transport, energy, telecommunication, agribusiness, manufacturing, tourism and other services. Strong experience in economic cost-benefit analysis or impact evaluation is a plus. Understanding of the operational work of the IIC or similar experience in a multilateral institution/private sector and experience in Latin America is a plus.
Language skills: Proficiency in English and Spanish or Portuguese, or French
