The Center for Global Development, an independent, non-partisan research organization in Washington, DC seeks a full-time Policy Fellow or Senior Policy Fellow with a specialization in fiscal and debt policy in low- and/or middle-income countries. This position is open to a full-time candidate or a fixed-term candidate on leave from another institution who is able to commit to at least one year with CGD. The incumbent will report to the President, CGD (Washington) with a co-report to the Director of the Sustainable Development Finance program. S/he will coordinate a new line of work on the various aspects of public finance and fiscal policy, including domestic resource mobilization (DRM) as a particular source, and would work closely with other Fellows, interact with external audiences for CGD’s work, and supervise research assistants. The successful candidate will have excellent networks in the fiscal policy, research and funding communities, and will have experience managing a complex research project.
Responsibilities
Carry out own empirical research on key issues in fiscal and debt policy affecting LMIC finance and its sustainability, with a view to generating practical insights and actionable recommendations to enhance SDF
Build a cohesive program of applied research and policy work on fiscal and debt policy in LMIC with a focus on domestic resource mobilization in the context of broader development finance sources, serving as the hub of programmatic activity and the anchor for all project support
Oversee grant-related planning, budgeting, execution, methods and staff to achieve goals
Assist the Director to mobilize financial resources and support for the SDF program
Engage in related policy outreach activities, including speaking engagements, blogging, and interacting at a high level with key individuals and groups in the donor and technical communities
Conduct his or her own research and/or policy analysis: publish, reports, papers, policy briefs, and/or short commentaries targeted to policy makers, academics, and the public
Lead and participate in the design of expert group consultations and working groups
Coordinate and consult on program work with relevant senior staff
Supervise and mentor mid-level and junior staff and managing their performance and development
The successful candidate will have the following qualifications and skills:
A PhD or Masters degree in a specialized area or related field, and at least fifteen years’ work experience with demonstrated ability to take a project to completion and to generate external support
Prominence in the program area and strong professional relationships
Proven track record of conducting and applying quantitative research to practical, real-world problems
Demonstrated leadership in creative work in development economics
Significant knowledge of current issues and debates in public finance and DRM in developing countries
Excellent oral and written communication skills, as well as high level organizational skills
Excellent data and analytical skills, and use of Stata or equivalent applications
Ability to work independently within a small, closely-knit organization and to contribute to the development of new institutions
