This position is an exceptional opportunity to contribute to policy development, analysis, advice, policy-research, strategy and program development, and briefings with a focus on affordable housing for low-income and vulnerable populations, and on collaboration with federal-provincial-territorial and Indigenous partners to achieve better housing outcomes.


We are seeking MA and PhD economists and social scientists with strong quantitative and analytical research skills focused on housing, urban economics, risk management or social policy.

We will be interviewing at the CEE in Toronto and AEA conference in San Diego.

What you will need
• University degree in a related field with a minimum of 3 to 5 years of housing policy and research experience, a Masters degree is an asset.
• Demonstrated experience in the provision of policy advice to government, briefing notes, presentation decks, reports, and oral briefings.
• Expertise in policy analysis related to affordable housing for vulnerable populations
• Experience working with intergovernmental relations to advance policy priorities and solutions, as well as strong coordination and collaboration skills.
• Ability to capture and analyze, a multitude of social, economic, political, environmental factors (issues, trends, data, research).
• Demonstrated qualitative and quantitative analytical skills to inform evidence-based policy development, including to assess expected outcomes, risks, mitigation strategies, key considerations, and policy recommendations.
• Tact and discretion in dealing with highly sensitive issues and external stakeholders.
• Ability to take initiative and work independently on projects, as well as ability to work in a team environment.
• Strong analytic skills, capacity to manipulate and analyze large data sets with one or more statistics packages including R, Stata, SAS and Python.
•Experience in agent-based simulation modelling, or GE models would be considered an asset.

What you will be doing
• Contributing to policy-research, analyzing the public policy environment, and rigorous, evidence-based policy advice on matters pertaining to national housing policies, programs and strategies, at the local, national and international level.
• Providing senior management and the Minister with timely assessments of potential implications and opportunities for housing and CMHC.
• Collaborating with the provinces and territories to advance national housing policy priorities that improve housing outcomes for Canadians, and coordination of Federal-Provincial and Territorial policy discussions on housing, and FPT working groups on various policy topics.
• Building relations and collaborating with key federal department partners will also be key to the role, looking at synergies across social policy priorities.
