About Economic Studies: The Economic Studies program analyzes current and emerging economic issues facing the United States and the world and, based on that research, provides innovative, practical policy recommendations. ES’s work covers a broad array of economic issues, including the labor market, regulation, health policy, the environment, and fiscal and monetary policy. Economic Studies scholars influence key economic policies by conducting rigorous and relevant research and then disseminating and communicating their findings to the policy community and to the broader public.

About the Hutchins Center: The mission of the Hutchins Center on Fiscal and Monetary Policy is to improve the quality and efficacy of fiscal and monetary policies and public understanding of them. It draws on the expertise of Brookings scholars and of experts in government, academia, think tanks and business. By commissioning research, convening private and public events, it seeks to generate new thinking, promote constructive criticism, and provide a forum for reasoned debate.

Please note: This position is based in Brookings' Washington, DC office. In response to COVID-19, Brookings staff are temporarily teleworking. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.

Responsibilities

The Alice Rivlin Fellow in the Hutchins Center on Fiscal & Monetary Policy in Economic Studies will conduct high quality policy-oriented research – either the completion of a Ph.D. dissertation or, for a post-doc, a substantial piece of original work. This work will be focused primarily on fiscal policy, broadly defined as Rivlin did, to include to include such topics as federal benefit programs, taxes, budget process, debt and deficits, fiscal federalism, and public investment. The position will be offered for a one-year or two-year term, determined upon hiring by Brookings and the candidate. The Fellow will be in residence at Brookings. The expected salary is in the mid 80's.

Research (75%)

*Conducts in-depth, high-quality public policy oriented research on fiscal policy independently and in collaboration with other scholars at the Hutchins Center and across Economic Studies and/or Brookings.
*Works on completing dissertation or, if already a Ph.D., on a substantial original fiscal policy-related research project.
*Presents at least two seminars on his/her work and participates in other Brookings seminars.
*Assists Hutchins Center and Brookings scholars with their research.
*Works with Hutchins Center scholars to shape, promote, and execute the Center’s mission.
Communications (15%)

*In collaboration with Hutchins Center staff and ES Communications team, creates dissemination and promotion strategy for research products; liaises with media.
*Meets with and briefs relevant external contacts on research.
ES Citizenship (10%)

*Supports growth, development, and recruiting of Hutchins Center and Economic Studies research assistants.
*Contributes to cultivating an environment that is conducive to rigorous research and a diverse and inclusive workplace.
*Contributes to efforts to diversify the economics profession.
*Presents to Brookings grantors, supporters, and trustees as appropriate.


Qualifications

Education/Experience Requirements:

Completion of course work for a Ph.D. (that is “all but dissertation”) or recent Ph.D in economics or closely related field. Must have a demonstrated interest in fiscal policy, broadly defined, and have a fiscal policy-related dissertation topic or a well-articulated relevant research agenda. Must demonstrate ability to understand and write knowledgeably about public policy and produce research of the caliber that appears in peer-reviewed journals. Must be authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:

Must have a well-defined research project (either a dissertation or post-doc work) in fiscal policy. Must be able to lead independent research and competently lead issue-focused meetings, initiatives, high-level conferences, and other events without supervision. Must be able to communicate effectively with policy audiences in writing and orally. Must be able to work collegially with staff at all levels and in all job profiles. Must have a commitment to contributing to a supportive and productive workplace with a diverse workforce and to promoting diversity in the economics profession.
