Economics Team (2 Positions)

New York City’s Independent Budget Office (IBO), a nonpartisan city agency, is seeking economic analysts with a keen interest in public policy to join our Economics Team. IBO economists conduct research and report on budgetary and policy implications related to New York City’s economy and tax base, and contribute to economic and tax revenue forecasting.

IBO’s responsibility under the City Charter is to provide analyses and issue public reports on city budgetary and fiscal policy matters to enhance the understanding and decision making of elected officials and the public. We are hiring for two positions: (1) a personal income tax analyst and (2) a property tax analyst. Each position offers a unique opportunity to work with non-public city and state financial and administrative data to study and inform public policy.

IBO economists are expected to: identify and initiate self-directed research projects relevant to the city’s fiscal policy and economy, generating reports for publication; respond to outside requests for information and analysis; and to work with the entire Economics Team on periodic economic and revenue forecasts.

Qualifications and Skills:
Candidates must be analytic, demonstrate an interest in government fiscal policy, and have the ability to write about their research in language accessible to a wide range of audiences, including elected officials and their staff, community groups and advocates, academics, and reporters. Candidates should have experience using SAS, R, or similar tools to process and prepare large complex datasets and conduct quantitative analyses, as well as a solid grounding in research methodologies.

Candidates with knowledge of New York City public finance and experience in tax policy analysis are preferred. Commitment to impartial and independent research is essential, as is the ability to take initiative, handle multiple tasks, and meet deadlines.

A Ph.D. in Public Policy, Economics, Urban Studies, or related fields is preferred; a master’s degree in combination with applied research work experience may substitute.

Salary range: $85,000 to $110,000, depending on education and work experience.
