The Small Business Administration (SBA) anticipates filling one GS-13/14 economist position for the Office of Size Standards (OSS) in the Office of Government Contracting and Business Development (GCBD).
SBA’s mission is to aid, counsel, assist and protect the interests of small business concerns and GCBD’s mission is to increase Federal procurement opportunities for small businesses. To achieve this, we need highly qualified economists and other analysts equipped advanced, professional knowledge of economics and statistical and quantitative methods.
OSS establishes, reviews, and revises small business size definitions (commonly known as “size standards”) in accordance with Section 3(a) of the Small Business Act. Size standards are used to determine eligibility for SBA’s guaranteed loan, Federal procurement, and other programs intended for small businesses. Federal agencies also use SBA’s size standards to estimate the impact of new regulatory actions on small entities.
The incumbent will evaluate industry structure and Federal market conditions using SBA’s size standards methodology to determine the appropriateness of existing size standards, develop proposed and final rules to revise size standards, and conduct economic research studies relating to small business issues and impacts of government small business programs.
