Full Text of JOE Listing:
The Associate Economist (Regulatory Economics), Grade 23, will work in the Office of Markets and Innovation’s Office of Regulatory Economics, and perform duties that include, but are not limited to:
• Analyzing economic issues related to transitioning of wholesale and retail utility markets, including, but not limited to: econometric sales forecasting, measurement and mitigation of market power, incentive regulation, benefit cost analysis, measurement of marginal costs, and the development of market rules and market design changes required to implement the State’s carbon reduction and distributed energy resources goals.
• Forecasting of electric, gas, steam customer sales via the specification and estimation of econometric models of customer demand. Testifying as an expert witness in administrative hearings in support of the reasonableness of those sales models and forecasts.
• Gathering electric, gas, steam and/or telecommunications market and systems operation data and performing statistical, econometric, production cost simulation and/or other economic analysis.
• Participating in collaborative staff and industry efforts to develop rules, procedures, and technical aspects of energy product markets.
